AFC Responds to PSSI's Controversial Protest: Referee Decisions Under Scrutiny in World Cup Qualifiers

AFC Secretary General Confused by PSSI’s Protest

Datuk Seri Windsor John, Secretary General of the Asian Football Confederation (AFC), expressed his confusion regarding the protest and complaints lodged by the Indonesian Football Association (PSSI) concerning the officiating of referee Ahmed Al Kaf during the 2026 World Cup Qualifying match between Indonesia and Bahrain.

Earlier, PSSI had submitted an official protest letter to the AFC, criticizing the performance of the Omani referee during the match held on Thursday, June 10, at Bahrain National Stadium. The game ended in a 2-2 draw, with Bahrain's equalizing goal scored by Mohamed Marhoon in the 99th minute, despite the initial six minutes of added time indicated by the referee.

PSSI’s Concerns Require Further Clarification

Indonesia had taken the lead during the match, with Ragnar Oratmangoen scoring in the 45+3 minute during first-half stoppage time and Rafael Struick netting the second goal in the 74th minute. However, the draw left Indonesia fifth in Group C with three points.

According to Datuk Seri Windsor John, the AFC was puzzled by PSSI’s letter, as it lacked clarity and detail regarding the reported incident. The AFC Secretary General also mentioned that the confederation had received several reports concerning controversial decisions made by referee Ahmed Al Kaf.

In response, the AFC has requested PSSI to provide further details and clarifications regarding their complaints about the referee’s performance in the match.

Windsor John noted that PSSI’s concerns were vague, requiring further elaboration to determine whether the issues related to the referee’s performance, time management, or other specific concerns. A more detailed report would allow the AFC to proceed with appropriate action.

According to PSSI’s official statement, Arya Sinulingga, a PSSI's Executive Committee member, expressed disappointment with the referee’s decision, suggesting that the additional stoppage time seemed intentionally extended to allow Bahrain to score.

Furthermore, PSSI Chairman Erick Thohir stated that an official protest had been submitted to the AFC regarding Ahmed Al Kaf’s officiating. He viewed the referee's decisions as highly controversial and detrimental to Indonesia’s chances.

In response to these concerns, Datuk Seri Windsor John emphasized that the AFC would conduct a thorough review of all reports related to the referee’s controversial actions and the reasons behind the excessive stoppage time. The results will then be forwarded to FIFA, the ultimate governing body in world football.
