The United States military is advancing plans to establish a forward-based refueling hub in the southern Philippines. According to the U.S. Department of Defense, this new military oil depot will be constructed along the western coast of the Davao Gulf.
This development is part of Washington's broader strategy to expand its network of logistics and refueling hubs across the Western Pacific.
The project is currently moving into its operational phase. The Defense Logistics Agency recently published a formal solicitation, inviting American contractors to bid on the Defense Fuel Support Point project.
Official documents outline a massive required storage capacity of 977,000 barrels, which will be utilized to hold government-owned aviation and marine fuel for warships and aircraft over a four-year period.
The chosen location holds immense tactical value. Filipino security analyst Chester Cabalza noted that placing a forward-based refueling hub in the Davao Gulf provides direct access to the strategic Sulu and Celebes Seas.
He emphasized that these waters are vital transient routes for commercial and military vessels, especially amidst ongoing power contestations and regional energy insecurities.
Philippine military officials have openly welcomed the proposed facility. Rear Admiral Roy Vincent Trinidad, the Philippine Navy spokesperson for the West Philippine Sea, confirmed the plans.
He dismissed concerns that the fuel storage could make the country a target, asserting instead that the lack of credible defense poses a greater risk and that such facilities serve as a strong deterrent posture.
This growing defense cooperation operates within the framework of established international agreements. Rear Admiral Trinidad clarified that such logistical projects fall under the Enhanced Defense Cooperation Agreement.
These facilities will remain under Philippine control, ultimately boosting the Armed Forces of the Philippines' ability to sustain troop deployments, strengthen maritime security, and respond effectively to humanitarian crises.
