Indonesia will begin enforcing mandatory halal certification for all cosmetics and consumer goods sold domestically on October 17, 2026, marking the end of a two-year transition period since the policy was enacted in October 2024 and positioning the country as the first in the world to apply comprehensive halal requirements across the beauty and consumer products sector.

According to the Halal Product Assurance Organizing Agency (BPJPH) under the Ministry of Religious Affairs of Indonesia, cosmetics ranging from skincare, makeup, haircare, fragrances, to personal care items must be certified halal, ensuring they contain no pork-derived ingredients, alcohol, or other substances prohibited under Islamic law, with non-compliant products barred from sale and violators facing sanctions from fines to business license revocation.

The expanded mandate builds on Indonesia’s 2019 Halal Product Assurance Law (UU JPH), which previously covered food, beverages, pharmaceuticals, and chemical products, and now extends to an estimated six million cosmetic SKUs requiring certification through the Indonesian Ulema Council (MUI) or its recognized international counterparts.

Industry groups such as the Indonesian Cosmetics Association (Perkosmi) have raised concerns over potential certification bottlenecks, prompting BPJPH to roll out streamlined guidelines, dedicated cosmetics workflows, expanded halal auditor capacity, and recognition of halal certificates from 49 international bodies.

The policy places Indonesia’s US$7.6 billion cosmetics market—the largest in Southeast Asia and projected to reach US$9.6 billion by 2027—at the center of a global shift toward halal beauty, with spillover effects expected in Malaysia, Brunei, and Singapore, while boosting Indonesia’s competitiveness in the global halal beauty market projected to exceed US$107 billion by 2027.
