Indonesia introduces nutri-level label for ready-to-drink beverages

Indonesia's Ministry of Health has introduced a new regulation requiring "Nutri Level" nutrition labels on ready-to-drink beverages produced by large-scale businesses, formalized under Ministerial Decree No. HK.01.07/MENKES/301/2026, effective April 14, 2026.

Health Minister Budi Gunadi Sadikin stated the policy is designed to educate the public and reduce excessive consumption of sugar, salt, and fat, which have been linked to non-communicable diseases including obesity, hypertension, cardiovascular disease, stroke, and type 2 diabetes.

He noted that the four diseases placing the greatest burden on Indonesia's national health insurer BPJS are all tied to excess sugar, salt, and fat consumption, with kidney failure costs alone surging more than 400% from Rp 2.32 trillion in 2019 to Rp 13.38 trillion in 2025.

The Nutri Level system uses a four-tier grading scale from A to D. Levels A and B indicate lower sugar, salt, and fat content, while Levels C and D signal higher content and are recommended to be consumed in limited amounts.

Products covered under the policy include popular beverages such as boba, teh tarik, kopi susu aren, and juice produced by large-scale businesses. The label must appear across various media including menus, packaging, promotional materials, and food delivery applications.

The policy currently exempts micro, small, and medium enterprises such as warteg stalls, food carts, and small restaurants. Businesses are given a two-year transition period before full compliance becomes mandatory.
